Building Relationships with State and Local Law Enforcement Agencies

ICE created the Office of State and Local Coordination (OSLC) in December 2007, to build and improve relationships, and coordinate activities with state, local, territorial, and tribal (state and local) law enforcement agencies (LEAs). OSLC performs the following functions to support ICE goals and objectives:

  • Fosters and sustains relationships with officials in federal, state, and local governments.
  • Coordinates with ICE offices as they identify community challenges and the services ICE can provide to meet said challenges.
  • Coordinates and manages daily 287(g) Program operations as a component of services offered under ICE Agreements of Cooperation in Communities to Enhance Safety and Security (ACCESS).
  • Builds awareness and understanding of ICE ACCESS (see Section 1.2).
  • Coordinates with ICE headquarters and field offices as they implement ICE ACCESS programs and support services for LEAs.

Goals and Objectives

Goal 1: Conduct outreach to assess LEA needs and communicate ICE and OSLC guidance and priorities to stakeholders.

Objectives

  • Assess and evaluate LEA immigration and customs enforcement challenges or needs.
  • Understand stakeholder groups.
  • Manage stakeholder communications.
  • Manage internal and external inquiries.

Goal 2: Effectively coordinate and manage 287 (g) partnerships.

Objectives

  • Facilitate the 287(g) MOA process.
  • Monitor and oversee 287(g) partnerships.

Goal 3: Facilitate "best-fit" partnerships for ICE ACCESS and other programs.

Objectives

  • Support and facilitate implementation of "best-fit" partnership solutions.
  • Sustain and monitor partnerships.

Goal 4: Achieve internal operational excellence through procedures and abilities that support OSLC's strategic goals.

Objectives

  • Develop and maintain policies and procedures to align with ICE and DHS goals.
  • Develop capabilities (tools, systems) to facilitate business processes.
  • Maximize resource efficiency to meet mission objectives.
