Dominican fugitive wanted for murder arrested in New Jersey

NEWARK, N.J. – U.S. Immigration and Customs Enforcement's (ICE) Enforcement and Removal Operations (ERO) Newark Fugitive Operations Officers and the U.S. Marshals (USMS) NY/NJ Regional Fugitive Task Force (RFTF) arrested a Dominican fugitive wanted for murder Tuesday.

Kelbin Perez De Los Santos, 35, wanted by the Dominican authorities for homicide, was taken into ICE custody on Tuesday.  Perez De Los Santos allegedly shot and killed a victim during a dispute in Santo Domingo, Dominican Republic, and fled to New Jersey in 2016.

ICE Fugitive Operations officers and USMS NY/NJ RFTF conducted interviews and surveillance prior to Perez De Los Santos’ arrest.

“Outstanding work by the collaborative efforts of our Fugitive Operations Team and the U.S. Marshals Service Investigative Operations team, said John Tsoukaris, Field Office Director for ERO Newark. “Protecting national security, public safety and our borders by identifying and removing dangerous criminals from our communities is the top priority of ICE.”

Perez De Los Santos is being detained pending removal proceedings to the Dominican Republic.

Since Oct. 1, 2009, ERO has removed foreign fugitives from the United States who were being sought in their native countries for serious crimes, including kidnapping, rape and murder. ERO works with Homeland Security Investigations' (HSI) Office of International Affairs, foreign consular offices in the United States and Interpol to identify foreign fugitives illegally present in the country.

Members of the public who have information about foreign fugitives are urged to contact ICE by calling the toll-free ICE tip line at 1 (866) 347-2423 or internationally at 001-1802-872-6199. They can also file a tip online by completing ICE’s online tip form.
