ERO Boston arrests Jamaican national with international arrest warrant and felony convictions in the US

HARTFORD, Conn. — U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations Boston officers in Hartford arrested 30-year-old Jamaican national Leroy Neville White Dec. 26. White, aka Kevin White, is the subject of an Interpol Red Notice for shooting with intent. White has been convicted in the United States of first-degree threatening with intent to terrorize and carrying a pistol without a permit.

“ERO Boston lodged an immigration detainer against Mr. White when police initially arrested him on felony charges. He’s also wanted in Jamaica for shooting with intent — a very serious crime,” said ERO Boston acting Field Office Director Patricia H. Hyde. “On Dec. 26, our officers arrested him in the correctional facility’s safe, controlled environment. We’re always grateful when local police and courts honor our immigration detainers — they help keep our officers, the public and noncitizens safe.”

Interpol issues Red Notices to alert police in member countries about internationally wanted fugitives. These notices, which aren’t always publicly available, ask law enforcement officials around the world to locate and arrest fugitives.

White unlawfully entered the U.S. on July 11, 2022, and U.S. Border Patrol arrested him near San Ysidro, California. Border Patrol officials served him with a notice to appear and released him on an order of recognizance.

A Department of Justice immigration judge with the Executive Office for Immigration Review ordered White — who was incarcerated in the New Haven Correctional Center — removed to Jamaica on April 12, 2023.

Authorities in Montego Bay, Jamaica, issued an arrest warrant for White on Aug. 11, 2023, alleging he committed offense of shooting with intent.

The New Haven Police Department then arrested White Dec. 26, 2023, for first-degree threatening with hazard to terrorize, second-degree breach of peace, second-degree unlawful restraint and carrying a pistol without a permit.

Interpol issued White’s Red Notice on Jan. 3, 2024, asking its global law enforcement partners to locate and arrest him.

The Connecticut Superior Court in New Haven convicted him of first-degree threatening and carrying a pistol without a permit on April 17. Both convictions are felonies.

The Connecticut Department of Corrections honored ICE’s immigration detainer on Dec. 26, 2024, and released White to ERO Boston custody. He will remain in ICE custody pending his removal from the United States.

ERO is one of ICE’s three operational directorates and the principal federal law enforcement authority in charge of domestic immigration enforcement. ERO’s mission is to protect the homeland through the arrest and removal of those who undermine the safety of U.S. communities and the integrity of U.S. immigration laws, and its primary areas of focus are interior enforcement operations, management of the agency’s detained and non-detained populations, and repatriation of noncitizens who have received final orders of removal.
