ERO El Paso removes Mexican fugitive wanted for murder

EL PASO, Texas - Deportation officers with Enforcement and Removal Operations (ERO) El Paso removed an unlawfully present Mexican national wanted for homicide in his home country March 29.

Noe Rosas Soto, 33, who had a final order of removal, was removed at the Stanton Street Bridge — the international port of entry in El Paso — where Mexican law enforcement authorities took him into custody.

ERO El Paso helped ERO Seattle with affecting Rosas Soto’s removal. This is the third time in the past 10 years that Rosas Soto has been removed from the United States. He was removed in 2013 through El Paso and in 2015 through the border crossing in Calexico, California. In 2013, a judge in the Yamhill County Circuit Court in Oregon convicted Rosas Soto of assault.

Rosas Soto is wanted for a fatal shooting reported Feb. 9, 2020, in Guerrero, Mexico. According to Mexican officials, Rosas Soto allegedly fired a weapon from a moving vehicle, striking his victim several times.

“The arrest and removal of this fugitive back to Mexico is a testament of the ongoing cooperation between ICE and our Mexican counterparts,” said ERO El Paso Field Office Director Mary De Anda-Ybarra. “Violent criminals, who flee to the United States believing they can evade justice are mistaken and will find no refuge here."

On Feb. 16, 2023, ERO Portland officers arrested Rosas Soto and served him with a Notice of Intent/Decision to Reinstate a Prior Removal Order.

The ERO El Paso field office covers the 18 westernmost counties in Texas and the State of New Mexico.

In fiscal year 2022, ERO arrested 46,396 noncitizens with criminal histories. This group had 198,498 associated charges and convictions, including 21,531 assault offenses; 8,164 sex and sexual assault offenses; 5,554 weapons offenses; 1,501 homicide-related offenses; and 1,114 kidnapping offenses.

As one of U.S. Immigration and Customs Enforcement’s (ICE) three operational directorates, ERO is the principal federal law enforcement authority in charge of domestic immigration enforcement. ERO’s mission is to protect the homeland through the arrest and removal of those who undermine the safety of U.S. communities and the integrity of U.S. immigration laws, and its primary areas of focus are interior enforcement operations, management of the agency’s detained and non-detained populations, and repatriation of noncitizens who have received final orders of removal. ERO’s workforce consists of more than 7,700 law enforcement and non-law enforcement support personnel across 25 domestic field offices and 208 locations nationwide, 30 overseas postings, and multiple temporary duty travel assignments along the border.
