HSI Releases 2023 SEVP Annual Report

Outlines analysis of international student populations, new student trends

WASHINGTON – Homeland Security Investigations' (HSI) 2023 Student and Exchange Visitor Program (SEVP) annual report detailing the international student population in the United States is now available.

This report highlights calendar year 2023 data from the Student and Exchange Visitor Information System (SEVIS), a web-based system that includes information about international students, exchange visitors, and dependents while they are in the United States.

The total number of SEVIS records for active F-1 and M-1 students was 1,503,649 in calendar year 2023, an increase of 10.4 percent from calendar year 2022. International student enrollment in the United States in 2023 showed a substantial increase from calendar year 2022, and only slightly lower than pre-pandemic numbers, which were 1,523,758 in calendar year 2019.

All four regions in the United States saw an increase in international students from 2022 to 2023. California continued to host more international students than any other state.

The number of students from India and China made Asia the most popular continent of origin. China sent 1.9 percent more students compared to 2022, reversing the downward trend from 2021 and 2022.

There was a total of 122,101 international students participating in science, technology, engineering, and mathematics (STEM) in 2023.

SEVP-certified schools decreased slightly to 7,417 in 2023 from 2022.

HSI reviews SEVIS records for potential violations and refers cases with possible national security concerns to its field offices for further investigation. Additionally, SEVP’s Analysis and Operations Center analyzes student and school records for administrative compliance with federal regulations related to studying in the United States.
