HSI Washington, D.C. investigation lands man in prison for over 8 years for soliciting and receiving child sexual abuse material
The defendant belonged to internet groups that discussed the sexual abuse of young children
WASHINGTON — An investigation conducted by Homeland Security Investigations (HSI) Washington, D.C. resulted in a 97-month federal prison sentence followed by 15 years of supervised release for Raymond Glover, 43, for distribution, receipt and possession of child sexual abuse material. Glover, of Washington, D.C., received the sentence at the U.S. District Court for the District of Columbia Oct. 17.
“Through his actions, Raymond Glover has proven to be a disgrace to the District of Columbia,” said HSI Washington, D.C. Special Agent in Charge Derek W. Gordon. “This case highlights the importance of apprehending and removing such criminals from our neighborhoods. HSI Washington, D.C. will continue to investigate and apprehend anyone who seeks to victimize the children of our communities.”
According to the HSI Washington, D.C. investigation, HSI agents searched Glover’s home in September 2021. During the search, a child sexual abuse video was playing on Glover’s laptop inside his living room through an app that allowed him to share his video screen with other offenders. The video depicted an infant being sexually abused by an adult man. Agents observed adult men on another screen who appeared to be watching the video while the infant was being sexually assaulted.
During the investigation, Glover said some of the child sexual abuse videos posted in the app chat groups depicted children as young as 5 or 6 being abused. He said that members in the chat groups posted links to cloud storage sites that allowed him to gain access to child sexual abuse material.
While executing the search warrant, agents seized 13 electronic devices, including two phones and the laptop. Glover’s electronics contained more than 60 videos and 60 images that depicted child sexual abuse.
Glover downloaded the videos and images between Sept. 2019 and Sept. 2021.
HSI special agents arrested Glover and charged him with child exploitation offenses. He has remained in custody since.
Glover pleaded guilty March 14, 2023, in the U.S. District Court of the District of Columbia, to one felony count of receiving child sexual abuse material.
