ICE removes 4 Honduran fugitives wanted for homicide, drug trafficking

WASHINGTON — U.S. Immigration and Customs Enforcement removed four foreign fugitives wanted for alleged crimes committed in Central America March 26.

ICE transferred custody of the Honduran nationals to local law enforcement authorities at the Ramon Villeda Morales International Airport in San Pedro Sula, Honduras.

“The United States is not a safe haven for dangerous foreign fugitives wanting to evade justice. ICE Enforcement and Removal Operations has facilitated the return of 103 wanted Honduran fugitives in fiscal year 2025 to date, reinforcing that commitment of bilateral cooperation between both countries,” said ERO Removal Division Assistant Director Corey Katz.

Humberto Neftaly Rodriguez Wood was wanted for homicide, organized crime, and drug trafficking. Honduran authorities issued an arrest warrant for Rodriguez for drug trafficking Oct. 11, 2023, and on Aug. 2, 2024, U.S. Customs and Border Protection arrested him at the Los Indios Port of Entry in Los Indios, Texas, then transferred him into ICE’s custody. ICE received confirmation on Aug. 23, 2024, that Rodriguez was the subject of an active criminal warrant in Costa Rica for drug trafficking. On Feb. 12, an immigration judge with the Department of Justice Executive Officer for Immigration Review ordered Rodriguez removed from the United States.

Kevin Hosmin Caceres-Dominguez was wanted for homicide and illegally entered the United States on an unknown date and at an unknown location without being admitted or paroled by a U.S. immigration official. The U.S. Border Patrol encountered Caceres twice near Eagle Pass, Texas, Oct. 27, 2022, and again Oct. 31, 2022, and expelled him to Mexico under Title 42. He entered the United States a third time on an unknown date and at an unknown location without being admitted or paroled by a U.S. immigration officer. Wanted in his home country, Caceres was arrested by ICE officers Oct. 31, 2024, where he remained in ICE custody until he was removed in compliance with an order of removal that was issued by an immigration judge, March 11.

Orlin Josue Flores Rivera was wanted for homicide and entered the United States on an unknown date and at an unknown location without being admitted or paroled by a U.S. immigration officer.

The U.S. Border Patrol arrested Flores near Santa Teresa, New Mexico, May 18, 2021, where he voluntarily returned to Mexico on the same day. Flores again illegally entered the United States without being admitted or paroled by a U.S. immigration officer, and was subsequently arrested by the Border Patrol, Nov. 1, 2021, near Santa Teresa, New Mexico, then returned to Mexico under Title 42. Flores was convicted of criminal trespass and criminal damage to property and sentenced Jan. 9 to six months incarceration by the 19th Judicial Court in Winfield, Kansas. ICE arrested Flores at the Cowley County Jail in Winfield, Jan. 28, where he was subsequently ordered removed from the United States by an immigration judge on Feb. 11.

Jose Francisco Chinchilla-Paz was wanted for homicide. Chinchilla entered the United States, March 31, 2004, without being inspected admitted or paroled by an immigration officer and was subsequently ordered removed in absentia by an immigration judge, April 9, 2005. On Feb. 8, 2023, Chinchilla was sentenced to three years of state probation for assault and battery in violation of South Carolina Code of Laws in the General Session Court at Berkley County, South Carolina. The victim was a minor under 16.

All fugitives removed had been issued a final order of removal by an immigration judge with the Department of Justice Executive Office for Immigration Review.

The apprehension, detention and removal of these fugitives were supported by the Security Alliance for Fugitive Enforcement, also known as S.A.F.E. — a fugitive enforcement and information sharing partnership between the U.S., El Salvador, Guatemala and Honduras.
