LAREDO, Texas - U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) officers on Tuesday removed a man to Mexico where he was wanted for homicide and who was considered a public safety threat in the United States.

ERO officers turned over Francisco Javier Duran-Torres, 37, a citizen of Mexico, to Mexican authorities at the Lincoln Juarez Port of Entry #2 in Laredo without incident.

Duran-Torres entered the United States on an unknown date near Laredo by crossing the Rio Grande.

“We will continue to apprehend and remove individuals who pose a threat to public safety. Criminals wanted for serious crimes in their home country will not be able to seek refuge in the United States,” said Jose Correa, field office director for ERO San Antonio. “ERO is committed to enforcing our nation’s immigration laws and ensuring criminals are held to those laws.”

On March 3, 2008, authorities in the Mexican state of Guanajuato issued a criminal arrest warrant for Duran-Torres for homicide. On Nov. 13, 2020, the ICE Assistant Attaché for Removal-Mexico City, notified ERO San Antonio Duran-Torres was wanted for homicide in Guanajuato.

On Nov. 19, 2020, ERO San Antonio arrested Duran-Torres during a targeted enforcement operation and booked him into the Rio Grande Detention Center (RGDC) in Laredo to await his immigration proceedings. On April 5, an immigration judge ordered Duran removed to Mexico.

ICE is implementing the interim civil immigration enforcement priorities directed by the U.S. Department of Homeland Security (DHS) to focus its limited resources on threats to national security, border security and public safety. ICE continues to carry out its duty to enforce the laws of the United States in accordance with the Department’s national security and public safety mission.
