ICE seeks public's help to identify 'John Doe' child predator

SHREVEPORT, La. – U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) urgently seeks the public’s help to identify a suspected child pornography producer, and rescue at least one child victim, evidence indicates might be living in the local area.

HSI Shreveport obtained a "John Doe" arrest warrant Monday in U.S. District Court for the Western District of Louisiana for the unknown suspect, shown below. HSI has evidence the suspect and/or victim might live in, or travel to, the Shreveport and/or Jonesboro areas.

HSI special agents investigating the case believe "John Doe," an adult male, produced two child pornography videos using a smartphone in which he recorded himself engaging in sexual contact with a prepubescent minor between 6 and 10 years old.

Canadian law enforcement officials discovered the two videos in May during a search warrant for a child exploitation investigation there. After forensic examination of the files in that predator’s collection, Canadian investigators discovered two child pornography videos with GPS coordinates embedded in the files indicating they were taken in Jonesboro. The two videos, recorded Feb. 29, 2012, and March 2, 2012, were forwarded to HSI Shreveport for further investigation.

HSI Shreveport investigators were unable to identify the suspect using traditional investigative means and now request the public’s assistance.

"John Doe" is believed to be approximately 18 to 20 years old, has pale skin with straight dark-brown hair over the ears, and light blue or green eyes.

In addition to public appeals, HSI Shreveport has distributed the "John Doe" information and photos to fellow law enforcement agencies and to the National Center for Missing & Exploited Children in a unified effort to find the perpetrator and rescue the child.

HSI requests that anyone with information about this person contact the agency immediately by calling the 24-hour HSI Tip line at 1-866-DHS-2ICE. The public can also submit an online tip at www.ice.gov/tips/ or by downloading the Operation Predator smartphone app and submitting a tip via the app.

All tips will remain anonymous. Individuals should not attempt to apprehend the suspect personally.

This investigation was conducted under HSI’s Operation Predator, an international initiative to protect children from sexual predators. Since the launch of Operation Predator in 2003, HSI has arrested more than 10,000 individuals for crimes against children, including producing and distributing online child pornography, traveling overseas for sex with minors, and sex trafficking children. In fiscal year 2013, more than 2,000 individuals were arrested by HSI special agents under this initiative.
