ICE, Spanish Civil Guard sign memorandum of cooperation

Document formalizes first international taskforce in Europe
ICE Deputy Director Daniel Ragsdale and Lieutenant General Pablo Martin Alonso of the Spanish Civil Guard signed the memorandum in Washington, D.C.

WASHINGTON – U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) and Spain’s Civil Guard signed a memorandum of cooperation (MOC) May 9 to formalize the Spain International Taskforce.

Informally established in spring 2014, the HSI Spain International Task Force is a Transnational Criminal Investigative Unit (TCIU) comprised of HSI special agents working alongside Spanish law enforcement to investigate common threats. Members have passed background checks, and attended the three-week ICE International Taskforce Agent Training (ITAT).

ICE Deputy Director Daniel Ragsdale and Lieutenant General Pablo Martin Alonso of the Spanish Civil Guard signed the memorandum in Washington, D.C. The signing marks the first International Taskforce established by ICE in Europe, and outlines standards for the selection, training, and retention of personnel; guidelines for the treatment of shared information; and expectations regarding funding and equipment. ICE intends to establish separate MOCs with Spanish Customs and the Spanish National Police. 

Through its International Operations, HSI has 62 operational attaché offices in 46 countries around the world.
