Executive Associate Director, Management and Administration

Susan C. Dunbar is currently the acting executive associate director of ICE’s Management and Administration directorate. In this role, Ms. Dunbar oversees and coordinates all ICE’s administrative and managerial components, including its information technology infrastructure, the Human Capital Program, acquisition and procurement activities, workforce training, information governance and privacy. She also has administrative oversight for ICE’s budget and financial management. In this position, Ms. Dunbar oversees an organization of over 1,600 employees in offices across the United States, providing management and administration services to ICE’s global workforce of over 20,000 law enforcement and support employees. 

Prior to serving in this role, Ms. Dunbar served as the chief human capital officer for ICE. She was responsible for managing more than 230 employees located in Washington, D.C., Dallas, and Laguna Niguel, California, providing human resources services for more than 20,000 ICE employees worldwide. She oversaw hiring and staffing, classification, benefits and retirement, payroll and compensation, retention and recruitment, employee and labor relations, employee assistance and peer support programs, employee performance management and awards, workers’ compensation, human resources policy and HR information technology.

Ms. Dunbar has also served as the Office of Human Capital’s deputy chief human capital officer, Strategy & Services, and executive director for Employee and Labor Relations. In these roles, she was responsible for management of medical affairs, including the workers’ compensation program, executive services, employee and labor relations, assessments and workforce planning, and employee assistance and peer support programs. Prior to joining OHC, Ms. Dunbar was the division director for Inspections and Detention Oversight, which was under the Office of Professional Responsibility. She was responsible managing three units that inspected and reviewed ICE offices, operations and processes and provided executive management with independent assessments of ICE’s mission’s effectiveness and efficiency. Since 2004, Ms. Dunbar has also served in other key positions within ICE. She was the legislative counsel within the Office of the Principal Legal Advisor and the policy director for ICE.

Ms. Dunbar is a recipient of the 2021 Presidential Meritorious Senior Executive Service Rank Award. She holds a law degree from Valparaiso University School of Law and Bachelor of Arts degrees in international relations and political science from the University of Wisconsin at Madison.
