If you need information about a detainee that is housed at this facility, you may call (812) 283-4471 24 hours a day. When you call, please have the alien’s biographical information ready, including first, last and hyphenated names, any aliases he or she may use, date of birth and country of birth.
Detainees cannot receive incoming calls. If you need to get in touch with a detainee to leave an urgent message, you must call (812) 283-4471 and leave the detainee’s full name, alien registration number and your name and telephone number where you can be reached. The detainee will be given your message.
Video visitation may be purchased and scheduled through inmatesales.com or by calling 1-866-340-7879. Visits must be scheduled 24 (twenty-four) hours in advance of the visit.
Immigration Court
For information about a matter before the immigration court, you may call 1-800-898-7180 to speak with them directly. Applications for relief from removal and other applications requested by the immigration judge must be filed directly with the immigration court.

Delivery bonds are posted when a person has been taken into ICE custody and placed into removal proceedings while in the United States.
Submitting a G-28
G-28s filed on behalf of detainee at this facility can now be accepted through the online platform ERO eFile. Facility staff will not have access to ERO eFile at this time; legal representatives should download copies of their submitted G-28 for any in-person or remote legal visit.

To ascertain the identity of your client’s Deportation Officer, send a request to CHI-ERO-Detained@ice.dhs.gov to obtain that information. Please note that a G-28 must be on file for any information to be disclosed.
Friends and Family Visits
On-Site Video Visits
- Visitors may schedule visitation times through inmatesales.com or by calling 1-866-340-7879. Visits must be scheduled 24 (twenty-four) hours in advance of the visit.
- Visits are held bi-weekly to permit inmates to visit with family and friends.
- Visits are restricted to family members and friends. Visits will be a minimum of 15 minutes.
- Visits may be monitored/recorded by Jail Staff.
- All visitors will enter the building through the main entrance.
- All visitors are required to show proof of their identity.
- All visitors are required to maintain control of their personal property (coats, hats, etc.) or store such items in their vehicles prior to entering the facility.
- Visitors are prohibited to enter the facility with any personal items not essential for medical care or visitation requirements. i.e. ID, vehicle keys, diaper bag. The Jail will not hold personal items for visitors.
- Visitors may be scanned by a metal detector wand and/or subject to a physical search if the Jail Staff determines it necessary.
- A visitor register shall be kept which contains:
- Name and driver’s license number of the visitor.
- Time and date visit begins and ends.
- Name of the inmate to be visited.
- Visitors may be denied for, but not limited to:
- Unacceptable attire;
- Disruptive behavior;
- Failure to control minor children;
- Failure to provide picture identification as established by jail policy;
- Visitors with a prior criminal conviction within one year of the visit;
- Intoxication or otherwise uncooperative;
- Visitors who are on probation/parole; or
- Visitors who are on work release or home detention.
- Minors not accompanied by a parent or guardian.
- Visitors with a history of introducing or attempting to introduce contraband or prohibited property into the facility.
- Visitors/inmates discussing any illegal activity or violation of jail rules.
- Inmates and visitors will conduct themselves appropriately at all times. If an inmate or visitor does not conduct himself or herself properly, the Jail Staff will discontinue the visit and ask the visitors to leave.
- Visitors must be dressed in an appropriate manner. Attire shall be sensible in nature and not cause contention among jail staff and other visitors. Unacceptable attire includes (but is not limited to):
- Any article of clothing deemed to be profane, visually offensive, or of sexual description or innuendoes,
- Clothing made of transparent material,
- Gang related clothing/signing.
- All visitors will leave the visiting area when told to do so by the Jail Staff. Visitors are not allowed to enter any other area in the facility unless under escort by a Corrections Officer.
- The Jail Staff shall ensure visitors to leave the jail through the main entrance when visits are completed unless there is a reason to do otherwise.
- Money orders may be sent by mail but must be filled out completely or they will be returned.
- The Kiosk in our jail lobby allows for money to be deposited on an inmates account after regular lobby business hours (Monday through Friday 7 a.m. - 7 p.m.) and during visitation hours.
- Money may be left by credit card online by going to correctpay.com.
- There is a $2.95 transaction fee for using the Kiosk.
- There is a 5% service fee if using a credit or debit card.
Off-Site Video Visits

- Visits will be a minimum of 15 minutes per singular visit.
- Visits may be monitored/recorded by Jail Staff.

Attorney Visits
All legal mail should continue to be sent to the facility directly. Items sent to inmates must have the name and jail identification number written or printed on it. Letters are the only acceptable item for inmates to receive. The facility's mailing address is:

Legal correspondence marked "attorney-client mail" is considered privileged and will be opened in the presence of the inmate and inspected (not read). If found to be legitimate legal correspondence, it will be photocopied and provided to the inmate, at which time the original will be destroyed in the presence of the inmate.

The visitation days and hours (Eastern Time) for legal representatives are listed below.
Monday – Friday: 8 a.m. – 5 p.m.
Appointments requested outside of the hours above may be granted on a case-by-case basis if there are extenuating circumstances. A list of pro bono (free) legal organizations will be posted in all detainee housing units and other appropriate areas. This list shall be updated quarterly. If a detainee wishes to see a representative or paralegal from that organization, it is the detainee’s responsibility to contact them for an appointment.
Legal Calls or Video Teleconferencing
Legal representatives may request video teleconference (VTC) meetings or confidential legal phone calls with their clients or prospective clients by email at: courtlist@clarkcosheriff.com. The Clark County Jail court officers will email back with a confirmed date and time.
The email should include:
- Legal representative’s full name
- Legal representative’s contact information, including phone number(s), and email address
- Detainee’s name
- Detainee’s alien number
- A few proposed times/dates for the requested VTC session
- A scan of the legal representative’s government issued identification
- A scan of the legal representative’s identification or documentation reflecting their status as an active legal representative, such as a state bar card, attorney license, paralegal license, or similar legal status.
- A scan of the attorney’s DHS Form G-28 (unless this is a pre-representational)
- If a legal assistant is the only legal representative to join the call, the email should also attach a letter of authorization on the firm’s/organization’s letterhead and a scan of the assistant’s identification.
- Attorney Visits VIA Zoom or other video conferencing are scheduled a minimum of 24 hours in advance during business hours by emailing courtlist@clarkcosheriff.com. Visits are conducted 8 a.m. - 5 p.m. Monday through Friday and MUST BE MADE 24 hours in advance. They are scheduled in 30 minute increments unless other arrangements are made. No legal representative is permitted to have more than two 30-minute sessions per day. No family or friends of the client are allowed to attend attorney visits.

EMAIL IS PREFERED. PLEASE ALLOW A MINIMUM OF 24 HOURS ADVANCE NOTICE.
All appointments for VTC meetings or phone calls should be made 24 hours prior to the desired appointment time. Appointments are scheduled 6 a.m. – 9 p.m. and are in 30 to 60-minute increments. Legal representatives are not limited on the number of VTC appointments they can request, but no legal representative is permitted more than one 60-minute appointment with a detainee in a single day.
The same guidelines for in-person attorney/client visits will apply to VTC meetings and legal calls. Only legal representatives, legal assistants, and interpreters will be allowed; no family or friends of the clients are permitted. The attorney and/or his/her agents may contact outside interpretation services during the call or session. The sessions will be confidential; a visitation officer will be stationed outside of the confidential room to ensure security by standing out of earshot but within eyeshot. The officer will knock 5 minutes before the cut off time.
Please be advised that legal representatives and their staff are not permitted to video or audio record during any virtual or in-person visit or any call with detainees at the facility. Any violation of these rules may result in suspension or a permanent revocation of VAV user privileges.
Consular Visits
Consular officials may meet with their detained nationals at any time. It is requested that prior arrangements be made with the ICE Supervisory Deportation Officer to the extent possible, and that consular officials bring appropriate credentials when they come to the facility. Clergy Visits
Clergy may visit detainees at any time but must make prior arrangements with the Chaplain’s Office.
Clergy Visits for ICE detainees should be scheduled with the Jail Commander by calling (812) 283-4471 ext 3167 or (812) 283-4471 ext 3226 leave a message and they will return your call promptly.
Visiting Restrictions
- All family or other social visits are non-contact.
- No firearms or weapons of any kind are permitted in the facility.
- If visitors are or appear to be intoxicated, visitation will not be allowed.
- All visitors are subject to search while in the facility.
- Visitors are not allowed to pass or attempt to pass any items to detainees.
- Visitors are not allowed to carry any items into the visitation area.
Search Procedures (prior to or during all visitations)
All individuals requesting admittance to the facility or the visitation area are subject to a pat-down search of their person, an inspection of their belongings, and a metal scan search. Individuals refusing to cooperate with a reasonable search will not be admitted. No firearms or weapons of any kind are permitted. No electronic devices (cell phones, pagers, radios, etc.) are permitted in the secure areas of this facility.
Commissary Funds
The jail lobby is open Monday through Friday from 8:30 a.m. - 7 p.m.
Hours will be posted in advance for holidays.
The Kiosk in our jail lobby allows for money to be deposited on an inmates account after regular lobby business hours (Monday through Friday 7 a.m. - 7 p.m.) and during visitation hours.

To place money on an inmate’s account for commissary use, please visit Tiger Commissary. Detainees may also receive funds via United States Postal Service money orders. Please use the address listed below and reference the detainee’s name plus last four digits of the Administrative File Number (A Number) on the money order. If detainees receive funds in the mail, they will be taken to the processing area for the money to be placed into their account. The processing officer will provide a receipt for all funds received. Detainees are cautioned not to have cash sent to them in the mail.

Postal Mail
When detainees depart the facility or are transferred to another facility, only their legal mail will be forwarded to them. General correspondence will be endorsed "Return to Sender" and returned to the post office.

- Non-white envelopes or paper
- Paintings
- Tracing paper
- Pages from coloring books
- Drawings in colored ink, marker, crayon or glitter
- Raised decorations
- Paint or the use of white out, glue or any other liquid form
- Pictures are the only enclosures permitted to be mailed to inmates.
- Each inmate is allowed up to 10 photographs per package, but these MUST be printed on photo paper
- Printouts from the Internet, colored pages, and provocative material (i) are not permitted and will be destroyed
- Provocative is generally defined as follows: “Causing annoyance, anger, or another strong reaction” or “arousing sexual desire or interest.”
- Return to Sender Items

- Certified mail requiring inmate signature.
- Mail with postage due.
A detainee may receive items that are determined to be of necessity for the sole purpose of travel or release from agency custody with approval of the ICE Deportation Officer.
Note that detainees being removed from the United States are allowed one small piece of luggage. If a detainee does not already have baggage, one 40 lb bag can be sent/delivered to him/her after receiving approval from Supervisory Detention and Deportation Officer. Please be advised that for security reasons, no electronic devices (cell phones, electric razors, laptop computers, radios, etc.) will be accepted.

Detainees may send mail from the facility. Outgoing mail will be routed to the proper postal office within 24 hours of receipt by facility staff. A mail pick-up and delivery schedule are posted in all housing units.
Detainees are allowed to purchase stamps for use. Generally, there is no limit to the amount of correspondence detainees may send at their own expense. Indigent detainees (those who have no means of financial support and no funds in their facility account) will be provided postage allowance at government expense.

The facility has a responsibility to protect the privacy and other rights of detainees and members of the staff. Therefore, interviews will be regulated to ensure the orderly and safe operation of the facility. Ordinarily, live television or radio interviews will not be permitted in the facility. Personal Interviews
A news media representative who desires to conduct an interview with a detainee must apply in writing to the Chicago Field Office, Office of Enforcement and Removal Operations, indicating familiarity with and agreement to comply with the rules and regulations of the facility as provided to that person by staff.
Detainee Consent
A detainee has the right not to be interviewed, photographed, or recorded by the media. Before interviewing, photographing, or recording the voice of a detainee, a visiting representative of the media must obtain written permission from that individual.
All FOIA and Privacy Act requests must be submitted on form G-639 (Freedom of Information / Privacy Act Request) or in letter format. All requests must contain the original, notarized signature of the subject in question. Please complete the form G-639 thoroughly and if writing a letter, be sure to include the full name, any other names used, date of birth, place of birth, A-number of the alien you are seeking information about, as well as your full name, address, and telephone number, so that we may contact you if we have any questions.
