El Paso man sentenced to 15 years in federal prison for sex trafficking scheme

EL PASO, Texas — An El Paso man was sentenced Tuesday to 15 years in federal prison for running a sex trafficking operation, which included a minor girl.

Special agents with U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) investigated this case.

In addition to his 15-year prison sentence, David Milner, 29, was also ordered to be placed on supervised release for five years after completing his prison term.

On Aug. 9, 2016, Milner pleaded guilty to conspiracy to traffic persons. By pleading guilty, Milner admitted that from September 2013 to August 2015, he conspired to coerce, entice and recruit women — including a 16-year-old girl — to engage in commercial sex acts for his financial gain. Milner admitted to posting information on Backpage.com to advertise the minor and other females for commercial sex.

“This significant prison sentence sends a clear message about how seriously HSI and its law enforcement partners address human trafficking cases,” said Waldemar Rodriguez, special agent in charge of HSI El Paso. “Our hope is that this case will also encourage trafficking victims to come forward to help law enforcement hold these traffickers accountable, and protect other potential victims of human trafficking.”

The FBI, the El Paso Police Department’s Gang Unit and the El Paso County Juvenile Probation Department assisted with this investigation.

Assistant U.S. Attorneys Rifian Newaz and Patricia Acosta, Western District of Texas, prosecuted this case.
